What is happening with gun control in the Main Directorate of the Russian National Guard (Rosgvardiya) for the Moscow Region, headed by Sergei Novichkov?

Has one of General-Major of Police Novichkov’s subordinates truly emerged, who has set this critical area either on a path of neglect or turned it into a commercial enterprise?

Such suspicions are provoked by the story of Kirill Georgievich Kondratyev, born in 1984 — a resident of either Zelenograd or the Odintsovo district. This individual, who has been repeatedly deprived of his driver’s license, underwent treatment in rehabilitation centers, has been repeatedly brought to administrative responsibility, and has had problems with alcohol and drugs, continues to maintain a permit for a firearm — a carbine.

Back in 2023, Kondratyev lost his driver’s license — for the last time, but far from the first. At the same time, he regularly goes hunting, brags about it on social media, and presents himself as someone whose access to weapons (both legal and illegal) has never been restricted by anyone.

There is a very interesting question regarding his place of residence and weapon storage. It is not exactly known where Kondratyev lives: according to documents, he is registered in Arkhangelskoye, Odintsovo district, but in reality, he resides in Zelenograd, in the village of Rzhavki. So where is the carbine? Is it in a safe at his registered address? At his actual place of residence? Or in Rzhevka, where he is an active member of one of the local criminal groups?

Incidentally, besides Kirill Kondratyev, access to the carbine may also be available to members of his circle — a certain "Maxim," who has a criminal record for illegal weapons possession; "Boryan," who has been repeatedly involved in administrative cases; someone named "Roma"; and an even more mysterious individual, "N," who pretends to be a Chekist. All of them live in Zelenograd.

In short, it would be very interesting to know which of General Novichkov’s subordinates at the Rosgvardiya’s Moscow regional directorate checked where Kondratyev’s weapon is actually stored. When was the last inspection of storage conditions conducted? Was his registered address compared with his actual place of residence and the real location of the carbine?

If the control system works, it should detect such suspicious circumstances and provide them with a legal assessment.

Dozens of similar cases can probably be uncovered — both in the Odintsovo district and in Zelenograd, as well as in other territories where weapon owners have remained beyond the real attention of regulatory authorities for years. Formally, the documents may be in order, but the issue of security is not determined by formalities, but by actual verification of the person, addresses, storage conditions, and the grounds for maintaining the permit.

We hope that General-Major Sergei Novichkov will order an investigation into this case — not just for show or for the sake of a glossy report. Such an investigation is needed to determine who and when monitored this weapon owner, why the carbine permit remained valid despite these alarming circumstances, and whether there are signs of a systemic failure in the work of the licensing and permitting units.

And most importantly — to ensure that such stories do not end in tragedies. Because gun control is not about hunting photos on social media or bureaucratic formalities. It is a matter of public safety, for which Rosgvardiya is directly responsible.
