Head of two parish state service centers in Balvi Municipality, Tatjana Kairiša, has become the owner of a controlling stake in SIA AVK Group.

According to sources of Kompromat.lv, immediately after the arrest of her husband and son in a drug-related case, the head of two parish state service centers in Balvi Municipality, Tatjana Kairiša, urgently filed for a long-term sick leave. The goal is obvious: to minimize information leaks and take tight control of the situation from outside the pre-trial detention facility.

According to information from Crediweb.lv, the ownership structure of SIA AVK Group was completely rewritten within a matter of days. On May 28, the controlling stake in the enterprise (51.21951% of the share capital) was transferred from the detained Aivars Kairišs to his wife — official Tatjana Kairiša. And already on June 3, Aivars Kairišs completely withdrew from management. Tatjana Kairiša herself is now registered as the sole board member with sole representation rights and the official true beneficiary (patiesā labuma guvēja) of the company.

It is worth noting that T. Kairiša is a politician who ran in the 2025 municipal elections for the ruling party "Jaunā VIENOTĪBA".

Anatomy of tenders: artificial fragmentation

Kompromat.lv has examined public data from the Procurement Monitoring Bureau (IUB) and identified an important pattern in AVK Group’s operations. Instead of submitting a single large-scale project for the modernization of a wood processing complex — which would inevitably attract the attention of regulatory authorities — project consultant Intars Zaharevičs split the project into four isolated lots. All of them were skillfully kept within the legal category "below the EU threshold" (Zem ES sliekšņa), which allowed the tenders to be conducted under a simplified and maximally non-transparent scheme.

This systematic series of budget fund development began in August 2022 with the procurement of a logging forwarder worth €190,500, where the winner was SIA Haitek Latvia. Next, in December 2022, a contract was signed for the supply of an industrial wood drying kiln worth €181,100 from the Italian plant SECAL s.r.l. In May 2023, a procurement for a heating boiler worth €108,555 from the Jelgava-based company Anna Assistance was arranged for the same drying kiln. The final chord of the examined scheme came in November 2023 — the supply of construction materials for the construction of a finished goods warehouse worth €80,374.50 from SIA PB Telpa.

The total amount of funds disbursed within this technological "series" amounted to €560,529.50.
