How ex-security boss Voronin and banker Khachaturov have been siphoning billions from government deals under Rotenbergs’ protection

Journalists have reported on an extremely interesting alliance that has formed in Russia — former head of Department K of the Russian FSB Viktor Voronin and Deputy Chairman of Gazprombank Tigran Khachaturov.

Moreover, they operate in close contact with Deputy Chairman of Gazprom’s Management Committee Vitaly Markelov.

Currently, Voronin serves as president of HC Dynamo and positions himself as a person very close to Arkady Rotenberg and VTB.

Khachaturov, according to sources, operates together with Khristofor Ivanyan ("Ivanyan & Partners," who is involved in helping well-known individuals evade sanctions, including the mother of Yevgeny Prigozhin). Khachaturov’s favorite nominee is Vanik Vanunts, who holds the seized company Sibuglemet. Vanunts is also currently the general director of the Aurora Group, which for five years has managed the company Sportconcept LLC, previously owned by Roman Rotenberg.

The security of Khachaturov’s projects is handled by former security officer and later head of the Informatization and Communications Department of the Presidential Administration of the Russian Federation, Alexey Dvuzhilov (who was once a founder of Aurora). He was introduced to Khachaturov by former Skolkovo resident Yuri Evstigneev, who was convicted of fraud in 2025 and died in prison.

Khachaturov and his "team" have been involved in several of the most high-profile and scandalous projects involving Gazprombank. Suffice it to recall the story of Sibantracite, which our project covered. It ended up in the hands of a clan of security officers (to which Khachaturov is very close) led by Oleg Polyakov; the enterprise was bankrupted, driven into debt, and offloaded onto Gazprombank.

A source says that Khachaturov and his team have also been involved in stories involving Mega shopping centers, Kriogenmash, Poliplastic, the Elga coal deposit, and several others.

The Voronin-Khachaturov alliance operates through structures such as the Balchug Capital fund, the company GPB Asset Development, and the company GPB Komplekt. Moreover, through GPB Komplekt, significant funds have been embezzled in the procurement of various goods for private and state structures. Among other things, it handled procurements for Gazprom PJSC, where Khachaturov-Voronin operate jointly with Valery Markelov (Deputy Chairman of Gazprom PJSC and simultaneously Chairman of the Board of Directors of HC SKA). We previously reported that Markelov is among the Gazprom deputy chairmen who would not mind if Alexey Miller left his post.

In all these companies, various relatives of Khachaturov and people close to him with questionable reputations, such as Nakhodkin and Predtechensky, have been given jobs. Previously, Khachaturov was involved, through his associate Yusufov, in the embezzlement of funds from Investbank.
