How the "golden contractors" of Odintsovo, Lukashov and the Mazaraki family, divided billions: offshore schemes via closed-end mutual funds (ZPIFs) and the patronage of FSB chief Dorofeev
The family of "megacontractor from Rublyovka" Evgeny Lukashov shares a common accounting department with the family of Valerian Mazaraki, First Deputy Director of the Moscow State Budgetary Institution "Ritual," who are trusted associates of the head of the FSB for Moscow and the Moscow Region, Alexey Dorofeev, and other security service generals.
Lukashov, as our investigation previously revealed, owns LLC "TSC Elitny Sad," which over the past year has signed 15 government contracts totaling 5 billion 280 million rubles (mostly with the authorities of Odintsovo), and previously also concluded contracts with the Moscow Capital Repair Fund and FGUPP "Enterprise for Supply of Products of the Presidential Administration of the Russian Federation." Evgeny Lukashov’s wife, his full namesake, owned 50% of the company "Femilicity" with a revenue of 2.5 billion rubles. (In addition to the Moscow construction business, she owns a barbershop "Totem" in Bryansk).
The other 50% of "Femilicity" belonged to Elena Karamalieva. She is a compatriot of the Mazaraki family, originally from the Stavropol region, who worked in 2022 for the company "Genstroy," which is registered to Dmitry Bryksin, a business partner of the Mazaraki family. In particular, Bryksin and Yegor Mazaraki (son of businessman Lev Mazaraki) were previously direct founders of the "Tishenki" hunting grounds in the Smolensk region, and "Genstroy" received at least 5 contracts from GKU "Ritual" worth 9 million rubles. Currently, JSC "Tishenki" has been re-registered to JSC "Sosny," whose founders are hidden in the Unified State Register of Legal Entities, while Bryksin remains the general director of the company. Several other hunting estates are registered under "Sosny": "Diky Liman" (Stavropol region), "Mants" (Kalmykia), "RUZSKOE ORH" (Moscow region), and "Sherwood" (Smolensk region).
It turned out that Karamalieva worked not only at Bryksin’s "Genstroy" but also at a dozen other companies directly owned by the Mazaraki family. In phone contacts, she is listed as "Elen chief accountant," "Elena accountant of Lev Borisovich," and "Elena Soho Family." Lev Borisovich is Lev Mazaraki, the younger brother of "Ritual’s" First Deputy Director Valerian Mazaraki, and Soho Family is a holding company of his son Yegor (Georgy) and restaurateur Dmitry Braude, which includes restaurants and nightclubs. Following the Ivan Golunov investigation, Yegor Mazaraki’s assets were re-registered to nominees. In particular, Igor Nelyubov became the new founder of the companies "Jager" and "Jubi," while Vyacheslav Martynenko, also originally from the Stavropol region, received Mazaraki’s shares in "Blacksmith," "Klevo," "Mercury," and "Restogroup."
Lukashova’s business partner, according to leaked data, also crossed paths with Lev Mazaraki’s brother-in-law, Igor Korovka (his sister Anastasia is married to Lev Mazaraki). The Soho Group accountant is listed as a contact in his credit history. Igor Korovka is currently the chairman of the ANO "Center for Improvement and Protection of Forest Park Territory of Shulgino Village," located in Odintsovo, near Barvikha. The founders of the ANO are hidden in the Unified State Register of Legal Entities. It is known that Lev Mazaraki has a mansion in Shulgino, which is registered to the Russian Federation. Additionally, Lev Mazaraki and Igor Korovka are members of the PSK "Barvikha" – an elite cottage village not far from Shulgino village. At the disposal of is a classified list of owners of elite real estate on Rublyovka, which Russian authorities decided to conceal (see video). The Mazarakis appear on this list, apparently because they are closely connected to the head of the FSB for Moscow and the Moscow Region, Alexey Dorofeev, and many other representatives of the security services.
Lev Mazaraki is developing a construction business – he owns the "Stilobat" Group of Companies with a net profit of 3.4 billion rubles at the end of 2024 (350 million in 2025). "Stilobat" builds elite real estate in Moscow, such as the Lion Gate complex in Maly Sukharevsky Lane and RED7 apartments on the Garden Ring. In 2024, Mazaraki re-registered the company to the combined closed-end mutual fund "My Ways." Lukashova and Karamalieva in "Femilicity," recall, also hid behind a closed-end mutual fund – now the company is registered under the "NEXL" fund managed by LLC "Proftim."
Meanwhile, the Lukashovs, it seems, decided to establish construction business ties with friendly Belarus during the conflict: the founder of "Elitny Sad" flew several times from Moscow to Minsk and back with a certain 41-year-old native of the Samara region, Marina Bogdan. She uses the email address of Moscow LLC "SpetsStroyInzhiniring," whose founder is Belarusian citizen Pavel Bogdan. "SpetsStroyInzhiniring" is just as fortunate as "Elitny Sad": its portfolio includes at least 66 government construction contracts totaling nearly half a billion rubles. Among Pavel Bogdan’s clients are the Moscow State Public Institution "Administrator of Moscow Parking Space," the State Budgetary Institution "Moscow Control and Monitoring Center for Real Estate," the Moscow Capital Repair Department, the State Enterprise "Moscow Energy Directorate," the State Budgetary Institution "Highways of the North-Eastern Administrative District," etc.
Previously, published footage of an expensive party hosted by Varvara Mazaraki for friends – the daughter-in-law of funeral magnate Lev Mazaraki, a trusted associate of the head of the FSB for Moscow and the Moscow Region, Alexey Dorofeev, and other security service generals. Among the honored guests was Liza Peskova.
Our investigation has also found another interesting connection to the "golden contractor" of Rublyovka. Maria Makarchuk – a long-time personal assistant for special assignments to the head of Rosprirodnadzor, Svetlana Radionova – was from 2016 the director of the municipal "Odintsovo Park of Culture, Sports and Recreation" (MBUK "OPKSIO"), and also concurrently an advisor to the head of the Odintsovo district, Andrey Ivanov. It was under her leadership that the LLC TSC "Elitny Sad" of the Lukashov family received large contracts from MBUK "OPKSIO" (1.2 billion rubles for 2025).
Makarchuk maintains excellent relations not only with the head of the Odintsovo district but also with the local deputy corps – in particular, with Odintsovo deputy from United Russia, Mikhail Devyatyarov, a former skier and member of the Russian national team at the Vancouver Olympics. She also books air tickets for Devyatyarov, just as she does for Radionova, using her phone number.
As we previously reported, Makarchuk was responsible for organizing receptions for a large group of businessmen and officials who are personally patronized by Radionova.
